Not many First Nations have the capacity to analyze what the impact will be on their current resources. Now with the new funding arrangements there is even less flexibility to move funding, and spending departmentally is also restricted to the activity identified in the overall operational and work plans. There is no debt financing allowed. Agreements will be monitored to ensure compliance, and if a First Nations is found not to be in compliance they will have to repay all these funds. If they don’t come up with a plan to repay those funds, the funding agreement for all their Nation programs and services may be impacted. How is a Nation that is already in debt, with no flexibility to allocate their funds, pay back a debt? There is no labour shortage. That is a line of crap the Conservatives spout to stop people from complaining about temporary foreign workers and high unemployment. I suppose it's possible that Harper wants to, while carefully leaving overall unemployment levels high, try to use First Nations vulnerabilities to get them to take extra-crap pay, horrible working conditions and so on in an attempt to drag general labour standards lower and, win-win for them lose-lose for the rest of us, pit the First Nations against everyone else on the jobs front. Basically, he may want to turn First Nations into a kind of home grown version of the US' Hispanic illegal immigrants--stigmatized, vulnerable, and taking the blame for the terrible employment picture.<br /><br />The thing to remember about Cons and employment is, they want low wages and scared, demoralized workers who won't try to push for better. This works best if there are lots of unemployed people and those unemployed people are living in Hell. That way the people who still have jobs will be really scared to lose them and will keep their heads down no matter how bad things get. So, no job creation and no social safety net and lots of cops pushing the poor around, and divide-and-rule if it can be arranged. Anything Cons do to First Nations relating to employment should be seen through that lens--they want First Nations desperate, poor, ill-treated, short on jobs, and blame-the-victimed for the same reason they want that for everyone else.
